Evidence, before advice.

Deserv is an evidence-led advisory firm. We work across market systems and private-sector development, social impact, sustainable development, and finance — and in each we rely on measurement and documented method rather than assertion. We built our own platform, Meridia Impact, to hold our advice to that standard. Where the evidence is incomplete, we say so.

Practice

Areas of work.

The method is the same in each: begin from evidence, make the assumptions explicit, and be clear about what is known and what is not. Most of our work draws on more than one area.

01

Market Systems & Private-Sector Development

Diagnosing how markets work and where they fail, and designing interventions that shift them — value chains, inclusive markets, and private-sector growth.

02

Social Impact & Inclusion

Youth employment, gender and inclusion — designing and assessing programmes so the people they are meant to reach actually benefit.

03

Sustainable Development

Climate and natural-capital strategy, NDC implementation, and ecosystem restoration — across the Green and Blue Economy.

04

Monitoring, Evaluation & Learning (MEL / IMM)

Results frameworks, theories of change, and impact measurement built to recognised standards — the discipline our Meridia IMM platform was built to serve.

05

Blended & Climate Finance

Concessional-capital structuring, bankability and investability analysis, and development-finance proposals.

06

Risk & Compliance

KYC/AML architecture, regulatory gap analysis, and sanctions-screening frameworks.

Method

How we work.

A few principles we try not to compromise on. They are ordinary scientific practice, applied to advisory work.

01

Measure first

We begin from observation and data. Where something can be measured, we prefer to measure it rather than estimate it.

02

Show the method

We make our assumptions and methods explicit, so a client — or a reviewer — can check the reasoning rather than take it on trust.

03

State the limits

We report what the evidence does not support, and where it is thin. Uncertainty is written down, not hidden.

04

Keep the evidence independent

Our measurement stands on its own. It is not tied to any financing route or outcome we might go on to recommend.

The instrument we built

To hold our advice to evidence, we built the measurement.

Meridia Impact is Deserv's environmental-intelligence platform. It scores national climate readiness, monitors ecosystems, and supports the structuring of finance — so our advisory can rest on observation rather than on an applicant's account of itself. It is one instrument of the practice, not the whole of it.

Our seagrass health index is published in Ecological Indicators. Other methods are documented and, where possible, externally reviewed; the index formulas remain proprietary. We describe what each indicator measures, and we do not claim more than the evidence supports.

About

A practice built where disciplines meet.

Deserv is based in Djerba, Tunisia — close to the region it works in: North Africa, the Sahel's transit routes, and the Mediterranean's regulatory reach. We work with governments, development finance institutions, funds and agencies across those geographies.

“I started Deserv to work on problems that sit between environmental science, finance and policy — where good decisions need evidence, and where too much advice still rests on assertion. If your work touches those areas, I would be glad to talk.”
